I do love the car light trails. I going to have to drag my DA15 out and get some star bursts. I do find though I always have to overexpose when using it by about 1 stop or my shots are always dark.

RawTherapee.. there are a handful of development branches to choose from at this point, with various tools or stages of tool developments that aren't yet in the stable release version...

The structure of the tall lights is revealed with the shorter exposure but I'd vote for your posting choice.
